Cybersecurity Education & Training and Risk Assessment
For Historically Black Colleges and Universities (HBCUs) and Other Minority-Serving Institutions (MSIs)
Advances in technology bring us almost limitless possibilities today, and changes in technological capacity have a corresponding impact on higher education. While this transformation affects every high education system, HBCUs and other MSIs, which primarily serve minority and low-income students, are disproportionately impacted, under-resourced and under-funded.
One of the greatest challenges facing higher education is being able to provide relevant, timely, and market-based training and education in an environment that is undergoing continuous change. According to data from the U.S. Department of Labor which publishes the Bureau of Labor Statistics, Black or African-Americans make up only 3% of the information security analysts in the U.S in a field where jobs are expected to grow 18% through 2024.
We developed a training program to promote risk management education and economic empowerment for students of HBCUs and MSIs and to reduce financial losses at MSIs through rigorous risk management practices. In our ever-changing modern world, a vibrant risk management framework is a natural foundation of cybersecurity readiness and compliance.

Our long-term goal is to develop a risk management curriculum and work-study program at the participating HBCUs and other MSIs. Building a pipeline for students to study and work in this field fosters a diverse pool of talent in the graduates from the HBCUs and other MSIs from which businesses engaged in risk management will proactively seek out a pool of candidates for their services.
Creating a comprehensive toolset, implemented in four planned phases, will be beneficial to the participating institutions and their students and establish a governance mechanism to provide ongoing oversight.
Our objective is to provide a sustainable program to build partnerships with leading HBCUs and other MSIs to develop students and a curriculum that can sustain itself through corporate sponsors, grant programs and commercial earnings. Students and the institutions will be positioned strategically through partnership with TLI to fill technically advanced, high-wage jobs within the industry.
